I don't expect Damon to reverse the ruling, but the quoted section from the rules would require errata.

Following his argument, there wouldn't be any way to track who played a Conspiracy card. So it would have to say something like "There cannot be more conspiracy cards in play than the number of players." And since you cannot track who played a Conspiracy card it would be permissible for one player to put two of them into play (if there's currently none in play).
I'd like to see a rule that prevents that without relying on the controller concept (unless 'owner' is used which 'might' work).

Regarding Dr. Bartlett: He seems to be the only Conspirator using that text. All others say:
"While there is a conspiracy card in play [...]". So that's probably how it will be changed.

Just a short note: Damon is currently in the process of revising the FAQ. The open Conspiracy problems will be addressed.

Unfortunately he is going to validate the "wrong" interpretation, at least wrong IMHO.

About an easy way to keep track of Conspiracy's controller: put the card with the text readable from controller's side... as we always do.
